Every state and numerous counties have economic development strategists hoping to create clusters of new business around one technology or another. Medical devices is one theme in this genre, but its relatively unusual for local governments to have medical experts on their staffs who can identify the best prospects, attract supporting companies, instigate collaborations with university labs, and pull together investors, legal services, and philanthropy.
