Democratizing Diagnostics?

According to this piece, “[Microfluidic devices] are bound to democratize diagnostics by facilitating financial and physical access to assays for a wide range of diseases.” How so?—by providing more point of care testing in field work (say, in diagnosing HIV) or turning the home bathroom into a “personalized hospital.” This may be overstating the case, but it is quite obviously true that microfluidics offer advantages for quicker results, portability, high sensitivity, and low manufacturing costs.
