The healthcare debate recalls that old saw that every man has an idea that won’t work. But among the flurry of proposals and white papers, a group at the Brookings Institution has one that doesn’t seem to represent any special interest. Their report, “Improving Quality and Value in the US Health Care System,” advocates a transition in reimbursement away from volume and intensity of services to outcomes that demonstrate quality and value.
