The US Agency for Healthcare Research and Quality has prepared a “toolkit” (actually, it’s a template with references) to guide IT professionals through evaluating new applications and measuring their real value.  The document doesn’t suggest that the same measurements be applied retrospectively to exiting software, but the template nevertheless allows insights into past performance as well as the future.   MORE
